County Executive McCoy Announces Simplified Application Process for Select County Job Positions Through HELP Program
New Hiring Program will Help to Address Worker Shortage Amid Tight Labor Market
Albany County Executive Daniel P. McCoy today announced a new streamlined and simplified job application process for select positions in a number of Albany County agencies, including the County Departments of Health, Mental Health, Probation and Social Services. For the duration of the 12-month Hiring Emergency Limited Placement (HELP) program through NYS Civil Service, specific job titles would no longer require a competitive job examination for a candidate to be considered. Instead, these titles will be filled through non-competitive appointment, though individuals must still meet the minimum qualifications. This is an effort to find qualified candidates for essential government positions amid a historically tight labor market that has made hiring difficult.
“It is our jobs as leaders to adapt and respond to the changing times, especially when it comes to filling these indispensable positions in county government. We cannot sit idly by and wait. That is why I’m excited to see New York State Civil Service launch this new initiative that will make it easier than ever to apply for jobs focused on public safety, mental health support, public health and more,” said Albany County Executive McCoy. “The residents of Albany County deserve the highest quality of candidates delivering quality programs and services. This is another creative recruiting solution that follows our new online portal, and the moratorium on the Albany County residency requirement.”
The Albany County job titles included in the new HELP program include the following:
• Caseworker
• Eligibility Examiner I
• Public Health Sanitarian I
• Public Health Educator
• Mental Health Clinician
• Probation Officer I Trainee
• Probation Assistant
Other examples of modernization in Albany County is the online portal recently created by the Civil Service Department for the public.
