Albany County Legislative Leaders Respond to Governor Kathy Hochul’s State of the State Address

Albany County Legislature Chairwoman, Deputy Chairwoman, Majority Leader, Chair of Black Legislative Caucus hopeful New York will follow through on proposed investments

Leaders of the Albany County Legislature are excited and hopeful that state officials follow through on Gov. Kathy Hochul's proposed investments in women’s rights and healthcare, childcare, mental health, higher education, and youth workforce preparedness as outlined in this afternoon’s 2025 State of the State address.

Legislators are also encouraged by the proposed $400 million in revitalization funding for New York’s Capital District, including $200 million for unspecified downtown Albany projects, that were included in the economic development details the Governor’s Office also released.

Legislative leadership is also supportive of the proposed Interstate 787 usage study and the “Albany Public Safety Surge” the Governor outlined in Tuesday's address and materials.

Albany County Legislature Chairwoman Joanne Cunningham said: I am ecstatic that the Governor has recognized that our community needs this kind of investment. We will proactively reach out to and work with our colleagues in both the Governor’s Office and the state legislature to make sure that this investment makes the kind of generational impact that we believe it can.

Albany County Legislature Deputy Chairwoman Wanda Willingham said: With funding comes hope. Just as we in the Albany County Legislature are investing $1 million in housing in our community, the additional $100 million the Governor proposes to invest in pro-housing communities is the perfect continuation of those efforts. I am also thankful for the re-investing in Albany that is long overdue. I am especially encouraged that the state has the perspective to address the future of I-787 and the South End because many communities were disenfranchised and marginalized by past decisions. I’m grateful that the Governor realizes the need to address the City’s current conditions.

Albany County Legislature Majority Leader Dennis A. Feeney said: Governor Hochul's plan is a monumental step forward for Albany's future. This investment will revitalize our downtown, enhance public safety, and solidify Albany's role as a center for economic growth and cultural enrichment. We are ready to work with the state to ensure these projects revitalize our capital and create meaningful change for our residents.

Albany County Chair of the Legislative Black Caucus Carolyn McLaughlin said: The governor’s proposed investment in the City of Albany signals a bright future, addressing priorities like housing affordability, public safety, and community development. This significant step tackles long-standing challenges while fostering economic opportunity and building a safer, more vibrant community. As the capital of the Empire State, Albany deserves projects that prioritize equity, inclusion, and sustainability. These funds must uplift all residents, particularly historically underserved communities, by creating affordable housing, supporting small businesses, and opening pathways for local talent to contribute.
