County Comprehensive Plan

The Department of Economic Development, Conservation and Planning is developing its first Comprehensive Plan to inform County decision-making related to:

• land use,
• housing,
• transportation,
• economic development,
• environmental stewardship,
• infrastructure investment,
• climate resilience,
• public health, and
• intergovernmental coordination.

Consistent with municipal home rule, the Plan will not impose land use regulations on municipalities; it will provide data-driven analysis, policy guidance, and actionable strategies to support County programs, capital planning, funding priorities, and collaborative planning efforts.

The Plan will reflect Countywide priorities while recognizing the diverse needs of Albany County’s urban, suburban, and rural communities. It will be grounded in robust data analysis, meaningful public and stakeholder engagement, and coordination with County departments, municipalities, regional agencies, and public authorities.

The resulting Comprehensive Plan will include clear goals, policies, and an implementation program that identifies priority actions, responsible entities, timeframes, and performance measures to support effective execution and monitoring over time.
